The Salisbury Heights Metropolitan District is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, safety protection, limited fire protection, and limited television relay and translation improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the Town of Parker, Colorado, on March 3, 2014, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the Town of Parker, Douglas County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the Town of Parker does not provide.
The District may incur a maximum debt of $3,335,000. Ad valorem property tax revenues, specific ownership tax revenues, and any other legally available revenues of the District may be used to repay such debt.
The District may assess a maximum mill levy of thirty-five (35) mills less than the number of mills necessary to pay the District’s administrative operating expenses to repay such debt. Such maximum mill levy is subject to adjustment for changes in the method of calculating assessed valuation or any constitutionally or statutorily mandated tax credit, cut or abatement on or after January 1, 2000.
The District must file an Annual Report with the Town of Parker and the Douglas County Clerk and Recorder.
The District’s boundaries overlap with the boundaries of Douglas County School District RE-1, Douglas County, South Metro Fire Rescue District, Parker Water and Sanitation District, Douglas County Public Library District, Town of Parker, Urban Drainage and Flood Control District, Urban Drainage and Flood Control District – South Platte, Cherry Creek Basin Water Quality Authority, Regional Transportation District, and Douglas County Soil Conservation District.
